At what age is "full grown"?

This may be a stupid question but......what age is a chicken considered full grown or an adult?

I’m guessing this varies with type but I have no idea. 1 year, hen starts producing eggs, etc?

Depends, it's true. Also when they lay, it's true. But if you have no idea when they'll lay, then that's not helpful. Most hens lay before they are 6 months old, usually at 5 months.

If it's based on when they lay I have one that is 1 year and 3 months and still not full grown

Let's just say she's a bit slow... In multiple ways!
 
Generally, the onset of egg production causes the pullets to cease substantial growth. They do seem to fill out a bit more, but they are full grown for all intents and purposes. The roosters continue to fill out. A pullet is mature looking at 6 months, but the roosters can take a bit longer to really show their stuff.
