Australorp not developing as fast as other 2.

Bought chicks at couple days old. Now they are 6 weeks old. One of the birds is not developing like the others. 2 others are fully feathered and looking healthy. The one still has down and very little feather with bald spots on tops of wings. What going on with this one?

Same breed and same age.

Looks like a cockerel at this point, males tend to be slower to feather out. He doesn't look ill, most likely he will catch up in size, if you give him a chance. Are the others bullying him in any way or keeping him from getting to the feed or water? That happens sometimes when there is any difference in chicks.
