Automatic Waterer won't stop filling bowl

I have one of those waterers that hang down from a pipe until the weight of the water pulls the valve shut. I just installed it and it doesn't stop filling. I can see if I disasemmble the bowl there appears to be a screw adjustment for the spring, is this how I can adjust the water in the bowl? Is so which direction do I screw to adjust?
 
Im not really sure what you have from your description,but if it is like a water bottle valve for a rabbit. It needs to be on a slight angle for it to work properly.
 
Its actually a bowl connected to a valve and once the water in the bowl reaches a certain height the weight closes the valve. I figured out my probllem when I found the instructions on the inside of the packaging. I have to loosen the tension on the spring to put less water in the bowl.
