The "fuzzy" avatar pictures are just an artifact of how they are being processed. When the avatar picture is uploaded it is (apparently) scaled down to ~200 pixels tall or wide and that is the picture that is stored.

When a page is viewed that scaled down picture is what is sent back to the client/browser. If the client/browser then scales up that picture it is going to look fuzzy and/or blocky. On a computer browser that only seems to happen if you have the browser zoom set at greater than 100%, but on a tablet/phone where the formatting is different it could be trying to scale up all the time.

It's a trade-off. If the avatar picture were stored in a larger format then that would use more server storage, and use more bandwidth when retrieving pages. That would potentially increase hosting costs, but more importantly it would slow page loading especially for users on low bandwidth connections."
