Update:
Chicks and Dad are doing well. Chicks are unable to go through the mesh wire now but can still go under the base board into the pheasants pen.
Here's a few pics of them in their pen and in the pheasants pen.

It depends on the type of quail. Coturnix quail are the least likely to hatch their own chicks.

I also have a quail that is free ranging on my property and has not left my property it free ranges with my flock of six chickens that fly over the 8 foot fence

My Coturnix hide 20+ eggs every time they’re crazy! I find them in holes covered up
