Hi I have been reading about babby chicks it says use pine wood shaveings but first use pepper well I buying a heat plate won't it burn the pepper so if that sounds thick thanks

I’ve never heard about the pepper, please don’t use it it’ll probably irritate the chicks eyes. Use either shavings or dog potty pads for the forst week, then after a week use pine shavings.
 
Yes you can use Paper towels for the first few days until they learn what food is, then switch to pine shavings. When you say heat plate, do you mean a heat lamp like this:

Neither should burn the paper towel or shavings, but if you are using a heat lamp then you have to make sure to securely fasten it so that it can’t fall onto the paper towel/shavings because then it might burn. Also make sure that it’s far enough away from the paper towel/shavings so that it’s around 90* F the first week, then decrease by 5* F each week by raising the lamp until they do not need the lamp anymore.

By Pepper I think the OP might mean Paper?

But I agree, definitely do not use Pepper!
