baby chick (4 weeks) with serious foot issues

I will enclose a picture of the chick. I am pretty sure it is splayed legs, but she is unable to get her legs under her to move. She just flails about on the ground and does not get anywhere. I have the rest of the babies outside in a large chicken tractor. I had her there, but given she is lame, i did not want the others pecking on her. She might get around better outside, but I don't know if she can get to water easily or food. She is sort of able to in where I have her now (i am assuming she is a hen, have no idea). I can rig something for her to eat and drink, but I don't know if she can recover. I don't want her to suffer if she is never going to eat or drink correctly. We have tried and tried to tie her legs to help her hip reform, but it does not seem to work, and she works so hard that she undoes the tie back pretty quickly. The last tie we tried was just vet wraps, and she devolved into just sitting in place flailing about. Any suggestions are welcome...

If her legs have been splayed for 4 weeks, it would be unlikely for much to be done at this point. Did she ever stand and walk normally? Have you tried giving human B complex 1/2 tablet crushed in water or chick vitamins that contain riboflavin (B2?) Can she get around at all to eat and drink? Besides splay legs, chicks can have slipped tendons and leg bone deformities such as varus, valgus, or rotated tibia. A chick sling is one way to suspend her upright in front of food and water for periods throughout the day, while using the hobble. But many chicks like this are put down due to not being able to get around. Here is a thread with examples of chick slings, and look at the first 2 pages for examples and a basic design:
