baby chick 911!

i have this 10 week old baby chicken (java frizzle mix) that can't walk or fly unlike his brothers and sisters. when ever he wants to eat or drink and he is about a foot away from the dish and he tries to walk over but then he falls to his right about 4". when his family goes outside he is left behind and we have to help him to get out. my 4h leaders say that he either has lack of mussle in his right leg or there is something preventing the mussle to grow. my grandmother and uncle say that he could have a problem with his brain. we have him inside right now and i gave him a piece of biskit in frount of him and he pecked it and he did a frount flip. i don't think that chicks should do that. i realize that he is sleepy alot of the time. and when he is left alone his louder than a monster truck. i would like to know what is wrong with him because this could be a major chick 911! please help!
