Baby chick hatched and has a little red dried up and little bit of yolk navel not fully closed wont walk just sleeping what can i do

This chick hatched yesterday mid day now the chick is 1 day and half old but ive placed in an incubator to keep warm since its snowing here in big bear california can someone please help me ive read threads about putting neosporin which i did but wont eat or drink navel is not fully closed how can i help

Put Neosporin or other antibiotic ointment on the umbilicus. Give the chick drops on its beak of warm sugar water to revive it. If you have Poultry Nutri-drench, add a drop or two to the sugar water. Give this to the chick for the next few days until it's strong enough to eat and drink on its own.
