Baby chick hatched with one eyeball bulging

We have a baby chick that hatched with one eyeball bulging. Any idea what this is and what I should do to help it?

Hi, I don't know what this problem is, but I have a year old hen who hatched like this and they bugling eye turns white and is blind, but it eventually went back in the head. So it's not bulging anymore, shes perfectly healthy and lays eggs no problem. The roosters do go after her so I have her sperate.
I work at a feed store and last year it was the salmon faverolles who had this, but this year I have 3 Rhode island reds. I'm wondering if it's got to do with incubation, maybe they weren't turned correctly?
