Soo, i have about 2 week old baby quail, and one of them i noticed was pecking the other baby chicks backs. I thought it was just a funny peck st first, but after looking closer at a few of them i realized it was bad. I immediately seperated them, (put a cardboard seperator in their brooder) and made sure none of them were badly hurt. I was researching and some people said it could be from boredom, stress or lack of protein? So i threw a safe bug in the cage and they ran around playing keepaway, and it distracted him for a while but right after still ripped out some more feathers and fluff off the nearest chick. I also crushed up mealworms and put in his food for extra protein and im 99% sure he isnt stressed. They also have a lot of space to move around too.
