Baby Cockatiel's eyes arn't opening.

Hi, I have a 3 week old cockatiel that has small eyes. They seem to have a haze over them also. I started to moisten them with a cotton ball to see if this helps. Has anyone else had this problem?

Vitamin deficiency? Upper respiratory? Sneezing? Wheezing?

She doesn't have any of those symptoms, she has a healthy apetite.
