Baby duck bill injury

I rescued a baby duck whose bill has been severely pecked by chickens. She was in a brooder box with larger chickens and turkeys and they were trampling all over her. There are no vets near me who treat farm animals. I read in here to use diluted ACV and antibiotic ointment. She is eating and drinking good. Today when I was treating her bill it seemed like she was breathing hard and and it sounded like a tiny whistling noise. Could this be pneumonia? I’ve never had ducks, only chickens.
 
It's likely she breeds to clean her nostrils. Give her a water source she can swish her head in.
What are using the acv for?
I made this waterer from a plastic milk jug. She can stick her head inside. I added a little ACV to water.
