Baby swan keeps falling on its back! Help!

So recently my family decided to raise two baby swans. They are about a month old now, and one of them is having a rough time. This one is much smaller than the other, and constantly falls on its back. We think she/he has some sort of mental problem because she/he will do it over and over again and scream when it happens. It has gotten to the point where we don't know what to do anymore because we don't have time to constantly be outside with them. Please help and thank you!
 
Can't answer...what are you feeding...what conditions are you raising them...heck...what type of swans?

Today we decided to give them to another person to take care of them. We know this woman will take much better care of them (very experienced in exotic birds). One of the swans siblings had a problem with its neck and died, (and so does the one I was talking about in the OP) so we are afraid it might die as well. I was afraid we weren't feeding it enough protein, but one was getting pretty big while the one that was having problems was still much smaller. I'll keep you guys posted on what the lady tells us! Thanks
