Bad habit-how to break it?

My Cinnamon Queen has recently been laying in the bag of pine shavings in the run! Our coop is enclosed in a pen/run and she usually lays in one of the nesting boxes. Is there a way to break her habit? She is the only one of 4 laying right now, I'm guessing the others have stopped because of the season, so she has her pick of boxes! Any ideas? I would prefer to keep the bag in the run, and we have tried covering the top with a board, but those days she didn't lay!

Remove the pine shavings would be my first move. Second would be to leave a few fake eggs in the nesting boxes to re-inspire her.

As long as the bag of shavings is in the run, she will continue to lay there.

Have you checked the nests for any pests?
Remove or cover the bag of shavings(for a week) and put fake eggs in the nest.
