Bad Rooster

I have a RIR rooster that has been real mean lately. He has started pulling out his Hens feather in the back but has also started picking on a younger Americana hen. He will jump up on her back and peck at her. He jumped off of her and she just layer there and he jumped back on. That happened3 times. Anyone know why and what's going on with him?

Are you sure he isn't trying to cover her? Jumping on biddies back, treading her back with his feet, and holding on to her neck feathers is how roosters breed.

He's not trying to mate with her. He has her pinned down
