Bald, scabbed wings

One of my 10 week old Brahmas has always had bald elbows but now she's covered in scabs and picked at skin. I see her scratching all the time but she doesn't have mites. How do I stop her from picking at her skin?

Apply some Hen Healer or Nustock Cream to the scabs.
