Balding baby chick

I have a question about my chick.
I hatched 7 chicks a little over three weeks ago.
One chick was noticeably weaker and kept laying splayed out on her back and the others were pecking her.
I separated her and I gave her sugar and vitamin water in a syringe for the first 24 hours and she recovered well and has been doing well ever since.
But now I realize while she acts fine, she's only getting some wing feathers, no feathers anywhere else. Her down is falling out and she's going very bald. I've watched and I see no one pecking at her and truly they couldn't peck this efficiently anyway. There's no feather growth anywhere except the fringes of wings and some on her neck.

Any ideas, insight, help?

Roo? I've got 4 week old roos that only have some wing feathers still. The rest of their down is looking a bit rough too...not as much as yours, but their down is white so doesn't contrast as much with their skin.

Mostly kidding, but possible that it's a genetic snafu.

The possibilities are
Jersey Giant, RIR, Golden Laced Wayandotte, Barred Rock, Mottled Java and Production Red any mix of these.
