Balloon

If it made it past his throat to not obstruct his breathing he is ok that way. but a balloon can adhere to any surface internally blocking the exit to crop or anywhere in the digestive tract. In our cat it blocked her anus and had to be fished out by the vet, she was lucky it had made it that far without blocking anything.

I would wait and see if any swelling happens and isolate to watch the poo, you don't want any others to eat it if it comes out.
 
He's fine-but I'm gonna make sure my sister doesn't take balloons outside with her anymore
