Four week old bantam pullet. What breed is she?

It’s feathers and comb are developing at the same rate as my eight other pullets. Do you still think it’s a cockerel?

From this one particular pic, the comb looks tall. It's still about 2 weeks younger than I like to sex them and not at an angle that I'd really use to sex. It was just an observation.
