Bantam cochin almost 1yr old, has not laid egg

My bantam partridge cochin, Toad, has not laid an egg yet. I got her the first week of March '18 so she is almost 1yr old. I thought she had finally begun to lay last week, but I saw a few days ago it was my little d'uccle instead!
She goes in the nesting boxes and walks around, but then leaves. She's been doing this since August. I've read that it takes longer for cochins to lay, but a year seems so long. Will she eventually lay? I really wanted her to raise chicks, she has the perfect demeanor.

I don't have bantams, but 2 of my 4 cochins are not laying and they will be a year old in a month. One started laying in the fall. One started a couple weeks ago. I once had a Buff Orpington that did not lay until she was 11 months. Some just take longer.

I expect in a couple months we'll both have more eggs than we know what to do with.

My bantam cochins take FOREVER to start laying. It's cold right now, at least where I live.
