Not sure what to say about them. They look really bad even for a frazzle. They may not grow in their feathers. Have you noticed others picking at their feathers? You are in a warmer climate, they may do okay, but look goofy. I wouldn't count on them being fully feathered, but you never know. Adult feathers come in at about 3-5 months so you should know by than.

They definitely need a bigger area, could be the others are plucking their feathers for something to do. Get them outside in a bigger area and see how it goes.

No other chicks been picking on them

They go outside every morning to a bigger area it’s a coop a run

That is definitely way too small for anything but a single bird. I counted 11 bantams? You will need something much bigger or you will have lots of troubles.
