Bantam Delaware tail feathers

Hi all,
While watching chicken television, Hedwig, the bantam Delaware cockrel hung out with me more than normal. This gave me the opportunity to notice his tail feathers. They are like spiral curls. No other rooster I have ever owned, or seen had this. Is it breed specific or is it a fluke? It makes him look pretty fancy,

So they are not standard/normal. Can this happen in any breed? (I think it's pretty. They are just pets and egg producers here.)

He was actually outside, but next to the pen.
This is Ebony, sitting with me as I watch chicken tv. The pen fence is a couple feet in front of me. If I'm outside, they are out of the pens. I have chairs set up in front of both pens in case a daughter or neighbor visits me.
