bantam - dry, scaly feathers, no appetite, lethargic / any feedback?

Greetings!
My silky bantam has extremely dry, white flaking skin/ dander. She's losing feathers, in addition - she's lethargic, not moving around much and no appetite to eat or drink. Overall - not good signs.

Help?!
Any suggestions?

I used D.E. powder for any chance of mites. She's isolated from the other hens.
I've been giving her electrolytes & water via syringe.

However, so far no improvement. Her skin has white flakes everywhere (looks like dandruff).

Any feedback = greatly appreciated!
She's a really sweet hen.
