First time hatcher, they was alive and moving on Day 16 - 18 but we are on day 23 and still no pipping. Am I right in saying I have lost these 2.

The top looks like it quit awhile back. The bottom egg looks more developed. It may of had problems during the internal pip. It may have just been too weak to hatch.

If it was weak what would be the cause please? I'm gotting notes for next time
 
There are a number of factors that could cause them not to hatch. I wouldn’t bother with the top egg. It doesn’t look like there is enough in that one to investigate. I would open the bottom egg. Check to see if it even made an internal pip. If it did. Then check if there was excess moisture in the shell. If there is. Then don’t raise the humidity quite as high on your next lockdown. If it didn’t make an internal pip. Check the development. See if there are any deformities.
 
Thank you for the replies. Was deffiently gone 😢. No internal pip. Its bum was by the air Sac not its Beak, It had a bump on the top of its head and a black spot under its eye

That sucks! It is a harder blow when there is only a few eggs. Sadly things going wrong and not always being able to figure it out. Is part of incubating and hatching eggs. It doesn’t appear that anything is really wrong with the chick. Other than the yolk not being absorbed. It could have even been an undetected temperature spike.
