Bantams not laying, and rooster doesn't know how to mate?

I have a silkie hen and a hamburg pullet, not sure of the exact age of the hamburg but I know she is old enough to be laying eggs, at least 6 or 7 months old, probably older. My silkie recently turned one, and I haven't gotten a single egg from either of them. I feed them both layer feed that works fine for my other chickens, who all lay well.

I also have a silkie rooster, and I haven't once seen him successfully mate with either chicken. He hasn't even tried with the hamburg, but with the silkie all he does is a partial dance where he puts one wing down, but instead of waiting for her to crouch down he just grabs the top of her head while facing, so he is nowhere near anywhere he needs to be to mate, and all he is doing is pulling out all of her head fluff. Will he ever learn to do it the right way? I guess it doesn't matter if no one is laying eggs anyway, but I was hoping to hatch some silkies so this is disappointing.
 
How old is the rooster?

Chickens lay eggs in their own good time. Hamburgs and Silkie are not known to be prolific layers, you'll have to wait them out and see how it goes.
If they are active, eating/drinking, not stressed and appear in good health, I don't know of anything else you can really do.

The rooster is also a year old. It's not the end of the world if they never end up laying as they are just pets, so I won't worry about it too much. They are all happy and healthy, so I guess I will just wait it out and see
