Bare chest & top of head on our Rhode Island Red

Hi - We have a 1 year old RIR that lost feathers on her chest and they have not grown back -- also around the comb on top of her head. This started in the spring and so far feathers have not grown back - the bald area does not seem to be getting any bigger - however, sometimes is very red. Other 6 chickens are not doing this. Any help?? Thank you
