Hi have 16 barnevelder chicks which are nearly 3 weeks old. I notice some are very quick to feather , wing feathers nearly down to tail and tail feathers also. One of the lesser feathered ones is very friendly, always comes investigating when I enter the coop, I’m guessing he’s a rooster, but what’s confusing me is I read somewhere that barnevelder pullets get tail feathers very late, so does that mean I have things the wrong way around ?

Do you happen to have any photos of them in their first week or two? Often you can sex them by the color of their breast down. Grey for girls, white(ish) for boys.
But what you have described certainly sounds like a boy.
