Barred rock gender

I got 3 day old chicks about 10 weeks ago. 1 barred rock and 2 buff orpingtons. I’m worried the barred rock is a cockerel. I had to get a permit from the town to have chickens and roosters are not allowed so I’m worried I’d have to relocate him if he’s a rooster. Is there anything I can identify on the chicken to tell? And at what point will it start to crow? Here are some pictures I’ve taken.

Shoot, it's not double-barred, but I do see some red leakage and a fairly large red comb for 10 weeks so I do think it may be a cockerel. Sorry!

I also think it may be a Black Sex Link and not a Barred Rock.
