Basic, cheap, easy, SAFE waterer heater...HELP!

OK, I've seen some awesome ideas on here, and seen some expensive ones online. Hoping to get ideas on what is a SAFE (smaller coop), small, easy and cheap to make heater for the girls' waterer in the winter. AAAAAAAANNNDDD GOOOOOOO....

Got this at tractor supply, plug in and forget about it, this works great with horrizontal nipples, vertical ones froze solid, it has a built-in thermostat so it only runs when it has to and is safe for plastic.

I saw that Judy and it scared me

Since I don't have the materials to make it...like the proper drill bit, my saw is busted, etc it would end up being pretty expensive. So many steps, it was quite intimidating. Thanks for posting, though!
