"According to the bill, it does not apply to a person who keeps or raises roosters for the purpose of food production, a public or private school registered with the state, a government-operated animal shelter, a nonprofit animal welfare organization or the Future Farmers of America or the State Grange project."

It seems like they're trying to target cockfighting but with the stated exclusions it'll probably have a negative impact on hatcheries if it goes through as is?

I really hope hatcheries would still be able to ship to California. I’m guessing Future Farmers of America is like 4H for kids. Maybe for people with kids they can have more roosters.
