Beak peeling and looks weird.... What is this?

Any idea what is wrong with her beak? We had a bad storm here and she escaped and was found by someone. Out in crazy rain so I imagine a cold is likely, but I'm new to this and have no idea. it almost looks like her beak is peeling. I'm fostering/possibly keeping her if no one claims her. What should I do for her? Anything?

I'm glad you gave her a helping hand.

She could have injured it and it be healing, or it could just be shedding its outer layer off (which I've heard can happen).
