The gene is incompletely dominant, meaning that a bird with one copy has some beard. If there is any amount of beard it would be partially bearded; I have seen non-beardeds be DQed for being partially bearded.

Yes; they re the same breed, but different varieties. So, just as a white and a black compete against each other, so do ones that are bearded and ones that are not. There are 16 recognized varieties of silkies. Bearded and non-bearded in each of white, black, blue, splash, buff, partridge, grey and self-blue.
