Sorry, that is so frustrating!! How old are they? I kept my ducklings on towels until they were a couple months old - yes, I was washing a lot of towels! I transitioned them to regular straw after that and they don't eat it - the pieces are pretty long and I don't think it would be possible. Hope you find a solution!

I used puppy pads (from Sams Club) on top of the pine shavings. It made for a nice soft bed and they couldn't get to the shavings. Clean up is a snap!
