No, it is not akin to stealing...but I bet there was a contract signed at the time of purchase that the OP and her family would abide by the rules set forth by this HOA.  A contract is a binding document and by signing it the person essentially gives their word they will not break these rules.  To go ahead and do so, knowing they might get caught and have to stop doing so, shows no intent on honoring one's word in the first place.
 
In other words, they signed an agreement so they could purchase property that has benefits that an HOA can bring but they intended to get these benefits without honoring their side of the contract.  It is similar to stealing but not quite.  It's lying and we've all done it in our lives. 
 
The real sticking point is trying to garner sympathy for lying, getting caught and acting like the contract you signed and those who enforce it are being unreasonable and cruel to expect you to honor your word.  That shows lack of maturity and character...and again, no crime.  Just not real admirable and because it doesn't evoke any empathy from those who try to honor their contracts and keep their word in this life should come as no surprise.  That it does seem to get a reaction of surprise and hurt also denotes a lack of maturity. 
 
Such is life....gotta grow up sometime and no time like the present.  Hopefully the OP will learn that breaking rules and going back on your word has consequences that are undesirable and hopefully won't do it in the future.  Hopefully they will quickly rectify their mistakes and teach their kids that it isn't a good thing to promise something and break that promise, then get mad because they are made to honor their promises.
