What duck breed do you think is the nicest and most affectionate. Something that runs to follow you and lets you pet it.
 
I have a Pekin, K C, Cayuga, and a swedish and they all like to keep to themselves. I know that is not an answer but I think if there are multiple ducks they will stay together. If just one duck(no matter what breed), I'm sure it will follow you everywhere. JMO
 
Pekins are hard to beat for friendliness. I have not handled mine alot but they still come running to greet me and eat from my hand.As they eat I can pet them. I am sure over time I will have them as tame as a puppy.
 
I have heard Pekins and Muscovies can be very friendly. I have also heard that Welsh Harlequins are as well.

Of the ducks that I personally have kept, in general, Mini Appleyards have been the most friendly. It is somewhat of an individual thing as well. Indian Runners for instance are usually thought of as being skittish, but I have had a few that were quite lovable. I think it depends somewhat on the breed, somewhat on the individual, and a lot on how many you have and how they are raised.
 
My pekin is the most friendly (and loud), but none of them will let you hold them. I agree, if you have just one that might happen, but as a flock they stick together and humans are bad, except when we have food!
 
Almost any duck will be friendly, it all depends on how they are raised. You have to handle them several times a day and feed them lots of treats.
