Best material to use on the floor in my brooder?

I was thinking sand but it's not worked so good in my main chicken shed. I've already tried wood shavings and I hated it. Any ideas?
 
When I've used wood chips/shaving they just try eat them!? I'm not sure what size, I just picked up a back of stable dry, and it's just chunks of wood, am I bet with just paper?
 
I put a couple inches of coarse pine shavings (not cedar or hardwood or sawdust) in the bottom of my brooder and covered it with a single layer of paper towels for the first few days. That gave me an opportunity to check what was coming out of the chicks, made it very easy to keep them dry, and gave me a place to spread a little feed to get them scratching. Once the paper towels were removed, they would occasionally pick up a pine shaving, but did not ingest any that I observed.
