Milch cows, or goats, take a lot of effort, and time, and advanced knowledge. read up on them, visit a dairy or three (with advanced permission!) and get familiar with the process. It's a commitment to a fixed schedule, 366 days a year, with no days off!
Also testing, veterinary care, and managing all that milk safely. Every day.
It's not about making some ice cream!
We have a couple of steers, and enjoy them. No daily milking!
Talk to the Ag. Extension people, see if you can ride along with a LA veterinarian, visit your state Ag. school if you have one.

Okay, sorry, rant over.
We have a Dexter steer, and while he's very healthy (no genetic diseases) he's a wily hard to handle individual, nobody worth having if he were a cow! Our Jersey-Milking Shorthorn cross steer, who's huge, is a pocket pet! You do want small, but health and temperament matter a lot!
As was mentioned, get a cow who's been milked, and is a sweet easy to handle individual. See her in the milking parlor, hand milk her there, and see how she is generally.
Make sure that all the herd testing and vaccines are up to date (see paperwork!) and talk to their veterinarian. Don't make a hasty purchase, and DO NOT buy at auction!!!
You do need a friend for her, and another bovine would be best. Maybe that little steer?
