Best underwater epoxy/adhesive

My DH recommends this one: Epoxy by the Leading Epoxy Manufacturer | WEST SYSTEM Epoxy He said that's the best one he knows of. He's into boat building

Agree with Sumi- West System epoxies are specifically formulated for under water use, I learned about it from someone who builds and repairs canoes; he's been using it for at least 15 years.
 
I have a very similar 5 gallon bucket waterer set up for my chicken tractor.

I used a 1/2" male hose bib, a 1/2" pipe coupling, 2 - 3/4" washers and 2 pieces of neoprene rubber gasket (round with 3/4" hole in center), silicone sealant any kind you got on hand.

Cut a 3/4" hole in the bucket. Place 3/4" washer over the male hose bib fitting, then the place one piece of the neoprene rubber gasket, run a bead of sealant on the rubber gasket (on the bucket side). Stick the 1/2" threads through the hole in the bucket, then rubber gasket with silicone (silicone on bucket side), 3/4" washer, then 1/2 pipe coupling. Thighten it all up untill the silicone sealant squeezes out from under the rubber gaskets.

I built mine in 2009, no leaks yet.
