Sometimes. It depends on what a breeder selects for. Some breeders only select for show quality and ignore egg production and other characteristics of the breed.

As has already been said, most breeds, in their 2nd winter and in all subsequent winters will take a break after molting, often laying no eggs until spring. It is beneficial to them to take this break.
