Yes...each of those measurements is per LF bird. If you're in a year round mild weather area, you could get by with less indoor space, because they literally will never be inside except to lay eggs or roost. And if you free range your birds (in your yard/property) a few hours each day, then you could get by with a little less run space. But for birds contained most of the time, I'd try to stick to the recommended minimums as closely as possible...
