Big red comb at 4 wks!?

Hello from Vancouver WA! I'm new to BYC and raising chickens and I'm hoping for advise from those more experienced than me- everyone! I have two 4 wk old B.O.'s and one has a much bigger and bright red comb and is developing waddles already. The other chicks comb is still very small and pale and has no waddles yet. Is this definitely a rooster? Roosters are not allowed where I live so I'm wondering if I should start thinking about finding another family for her/him. Thanks all!
PS. I'm also raising 2 mottled javas- cute but crazy!

I would wait and see - I have three RIR all with different combs, and I swore that one was a roo, she wasn't - and they are all from the same parents - took until they started laying to figure it out, because she was strutting around like a roo, too

Good chance that he is a cockerel. If you could post pictures so we could see the feathers that might help.

Thanks! I guess I'll keep my fingers crossed and wait until she/he started laying or crowing.
I'll try to post pictures soon. The feathering looks identical to the other B.O.
