birds without tails for months

I have 4 hens and 1 rooster that dont have tails. the rooster is over 1 year and hens are close to a year. quils are still left could that be a prob they were picked on and lost their tails when they were young. should i show picks?

They were picked on. As long as the quills remain new feathers will not come in. When they molt out the quills they will grow some new plumage. They may or may not molt this year- probably not if they are only a year old. Birds don't usually go through a hard molt until they are around 18 months at the earliest, although my first batch of hens was 2+ years old before they went through their first hard molt.
