That is definitly a hen. It would've had saddle feather by now.

I had a rooster that didn’t crow until 7 months old and I’ve heard of up to a year or more. Not all roosters are early bloomers LOLTrue, but in my experience the latest crower was 3 months. Voice changed in chirps for my latest one for a while but just didn't want to crow.
