Yes, bears can cause problems. How much of a problem? well that depends on where you are located. If you are in an area that is over-populated by them, have people feeding them, etc then the chances of them being a problem sky-rockets.
If you area where there is a lower population, they are wary of humans, etc then the bear may have just been passing by. This time of year they have plenty of wild food to forage for and the berries are ripe.
Where this one had a cub in tow, I would be cautious. I agree, put up some electric fencing to deter them, but if a bear wants into your chicken coop, it's going to get in.
