Black coaching pullet?

She is supposed to be a pullet, her voice has become very deep. She still crackles like a hen, but caught her doing the food found chirp that roosters do. Her comb and waddles came in fast and red, but have stayed the same size now for a couple of months and do not seem to be filling out anymore. Any ideas if this is a pullet?

How old is "it"? The tail feathers look suspicious, but I can't see any pointy saddle feathers, and the neck feathers don't look pointed. Could you post a closer picture of the tail area and the back around the tail?
 
The thing that gets me is the comb. Maybe it still has a ways to go? Here's a picture I found in another thread that I'm comparing facial features to.

Cochins are slower to mature than production breeds. He's just entering adolescence, basically, so his manly features have a while to develop.
