My lab doesn't bother my birds, must be the owners and the lack of training.
Do not take this wrong, I am NOT defending the neighbor.
First it isn't always "lack of training" or the owners. I have spent time training my DD lab from the time it was a puppy and the chickens were here first. I am not irresponsible, she got loose one day while we were gone and killed 1 chicken and injured another, then she got a hold of another one a few days later, not only happened once but twice, and believe me it is not for lack of trying to train her before this. So it was either re home her as my DH refused to so he built me a bigger fenced in area for the chickens to run in and she is in another part now.
Second some dogs are just dogs and once they do it they wont stop
BUT in your case OP I agree that the owner is being irresponsible and ignorant.
