Black Langshan Rooster or not?

Is anyone familiar with the Black Langshan Breed? I have a 23 week old Hen that is about two feet tall. I am sure she is a Hen because she does not crow at 23 wks old. However I have seen her hop on top of my other hens and very violently pen them down bite their neck and it looks as if its mating?

I have seen other Hens do a similar thing as too scold them as show who's the boss but this is strange behavior. I have had other roosters by mistake and either they crowed between 10 wks or 20 wks based on the breed. I am not familiar with this breed and due to the large size I know it takes longer for them to develop.

Anyone that is familiar with the Langshan breed please help.

Hens mount other hens to show dominance. A picture would help.

A picture would be helpful. Some roosters take their sweet time maturing. My wyandotte rooster took a very long time to crow. He was mating hens long before I heard a crow. On the flip side, there can be very dominant and agressive hens, especially if there are no roosters around.
