Black snakes killed all my baby quails

Try going over the pen with a thin stick. See where it will go in at seams and edges. Behind the legs where teh wire attaches. That sort of thing. You might also try the flour trick - if its not raining - and dust the cage with flour. You will see the marks of the snake getting in and lead you to its entrance. Even if it just lets you see what side its getting in at.

See where the metal corrugated roofing meets the top plate? Big old snake invite there. And that's only one of many. If you can slide a credit card in it a snake can get in it. And quite a few of the good snakes can climb anything, straight up. Steel wool, rolled wire or mesh, anything you can stuff in every tiny opening.

Good on you for not killing them though!
 
Here is a link to a pdf picture of a snake trap. Now this one is tied onto a pole to protect against climbing up to a bird nesting box of some sort. But the same thing can work if you make it around the cage. stretch one end tight around the legs, then tie gathers/rolls loosely with twine or something. They push into and through the spaces and can't get back out. The real light weight bird netting for fruit trees in different sizes works great.
