Black spots on combs and waddles

Hello all. I’m new to the backyard poultry arena. I’m in a very cold area and there are no mosquitoes roaming this time of year. Any thoughts on what it is? Frost bite??

Frostbite typically occurs around the tips / outer edges of combs. It also doesn’t present in perfect circles like that.
